well I cannot tell you for sure what he means, but what I believe from knowledge (and from personal experience) -feelings often come from thoughts (Tolle talks about this in A NEW EARTH), sometimes you may think "this is the worst thing that ever happened to me", then you convince yourself to feel that way.

another example is you're thinking "I cannot make a difference, who am I make peace in the world"- then you radiate this feeling.

so we have to keep in mind "feelings" are often the reaction to a thought. at least MOST of them.

true feelings come from the soul and from instinct. (like when an animal knows it is being watched, etc.)

you always have a choice about your feelings, you can encourage them, feed / fuel them, or put an end to them the same way we put a start to them.

then pretty soon, with practice, you come to understand which feelings should be nurtured and which ones are detrimental to yourself and the world at large....
