For man holds in his mortal hands the power to abolish all forms of human poverty and all forms of human life. Men of peace are rightly alarmed by the steady spread of the deadly atom, global toxic pollution, noxious chemical weapons, and vile bioengineered genocide; yet what prevents the race to acquire weapons of mass destruction? Shall we live meekly under the cloud of constant fear or can we be liberated from the uncertain balance of terror that stays the hand of mankind's final war ? To whom do we turn when our leaders scoff at the rule of international law and treaty. Where lies our last best hope in an age where the instruments of war have far outpaced the instruments of peace ?
