Like any other authoritarian system, the goal of a capitalist recovery is to consolidate resource and power, therefore the wealthy hold back on major investment until market politics shakes out the losers. The People's suffering is key to their acceptance of higher prices and lower wages which create the market environment to take advantage of global failing economies. Economic Warfare differs little from actual conflict, billions suffer while a few Reapers amass untold and undisclosed benefits.
